Thanks for the replies.
I have found out some info. The IF is an International Federation band.
I called a contact person in Richmond. The guy said that the bird
belongs to a George Ameros (sp?) and they would call the guy about it.
The contact person said that the bands were supposed to be turned it.
None of the bands should be on any birds. The bird finally started
eating some seed and is doing ok in the cat carrier! If the owner
doesn't call the contact person said to let the bird rest for a few days
and then release it.

I found a homing pigeon in Richmond at the river take out. It looks very
thin. It was just walking around in the road. Ralph White captured it
and I have it. Since it's a homing pigeon should I just release it? It's
band has (black and white) Richmond 2007 and IF 8077. The other leg has
a red band on it.
