I live in the Carillon area of Richmond. For the past two seasons, ospreys have 
successfully nested in a cell phone tower located on the City Stadium property. 
About a month ago, the old nest was removed. The ospreys returned about three 
weeks ago and rebuilt the nest on the cell tower. This morning, the new nest 
was removed-I saw several vans near the tower but did not see its actual 
removal. The pair of ospreys is still in area and may try to rebuild the nest. 
I believe removal of an active raptor nest is illegal under the Migratory Bird 
Act but am not sure. If you can give me any advice on how to proceed with 
investigating and following up on this issue, I would greatly appreciate it. 
Also, since the tower is on city property, I would like to notify them-any 
suggestions who to direct that to? Many thanks.
