It looks like there's no doubt about it, based on all the folks who confirmed it. Thanks for your help, and thanks to everyone else who responded as well. I still say it's the largest Osprey nest I have ever heard of or seen. Rex's video of the Peregrine Falcon dog-fighting with the Osprey was neat too, but if the falcon really was serious the Osprey wouldn't have had a prayer. The recent PBS show on Nature showed a Peregrine attacking a Red-tailed Hawk and almost cut it in half.

Other time-series photos do show an osprey on that nest and if I am correct about its location has been re-occupied by an osprey for several days or more. I believe that is the nest near the floodwall - pipeline rapids. Rex Springston did a video piece on this nest still available on the Times-dispatch website - a small osprey/falcon encounter.

Rex, his wife Kathy, and I watched the male bringing stick to that nest for a few hours on Wednesday morning - not that nest needs any more sticks - it must be 4ft high.

I think it is an osprey. Just something subtle about the posture makes me pick osprey over eagle.
