Robin,
Agree that the silhouettes look a red tail, so might as well go on that
basis since the red tail is the biggest likely possibility. The common fair
of red tailed hawks consists of mice, squirrels, rats and other rodents,
snakes, frogs, birds (including poultry and game birds), insects, and some
road kill. It has been known, on occasion, to take skunks, raccoons, prairie
dogs, woodchucks and even porcupines. I have read one account in which an
attempt at a full-grown tomcat ended in a draw. I would surmise that a 10
lb dog is an unlikely, but not impossible, target. Believe the presence of
a human "close by" would be a sufficient deterrant. If the dogs are let out
at night, however, the presence of a great-horned owl would pose a more
substantial threat.
