Hi,
I took the liberty of enhancing the cropped picture of this hawk. From
what I can tell it is a Red Tail Hawk. I am not sure if it would attack a
dog or other small pet or not. They usually feed on other birds or small
rodents. I am going to do a little research tonight just to be sure though.
I would think that your presence would deter the hawk from snatching
anything that he may be preying upon. Below is a link to the enhanced image.

Unfortunately in all the pictures the bird seemed to be facing away. That
combined with the cloudy day and the tree limbs obscuring things made
getting a really clear shot difficult.
