[va-richmond-general] Eastern Bluebird checking out a nesting box

We observed a male EABL (Eastern Bluebird) checking out one of our bird houses. He was actively feeding around the general area of the bird house most of the day. I checked the box and it was still empty. 
Is this early for house hunting?
