Not to thwart your efforts, but there is a wind company going to the Eastern
Shore very close to Kiptopeke State Park where they band raptors. This
company is only putting up 6 windmills and supposedly they have perfected the
design of the mill to be less of a threat to birds. It's shorter with smaller
blades that spin slower, much different from the west coast towers that do
kill many birds. The company consulted with a local (Norfolk area?)
ornithologist, whose name I can't recall, but she concurred that the windmills
would pose little threat to migratory birds. You may want to look into the
way in which the locals there researched the potential hazards and downsides.
It may even be the same power company that is considering Highland County. I
would contact the Planning District Commission and the Citizens for a Better
Eastern Shore (http://www.cbes.org/) for more information.
In my humble opinion, wind power is a welcome alternative to the burning of
fossil fuels. Perhaps Highland County is not the best location or perhaps
there is a possible compromise such as fewer windmills. At any rate, I think
we should consider all the facts before rushing to conclusions.
