 While I think the original post may make some valid points, which can probably 
be pursued when the policy is reviewed, I am dubious that they would be 
satisfied in just having any escort go around with birders without any training 
regarding the particular facility.
 
As to the immediate poster's point, I think the red herring comment is just 
wrong.  The program was never much of a nuisance.  Indeed they advertised it 
nationally.  And the new program will be much more of a nusiance to them than 
the almost no work they had to do before.  If they wanted to kill the program, 
they could easily have done so.  And to say they are not concerned with 
security is just silly, as the threat was identified by people outside the CBBT.
 
As to finding people in the Governor's office and on Capitol Hill, I seriously 
doubt that you will find any relief there.  Indeed, I suspect that they will be 
surprised that the CBBT has given us as much access as they have left.
 
Indeed, if you actually read the posted rules, they are not nearly as onerous 
as was suggested by the Post.  Other than having to pay the $50 fee to have 
someone babysit you, which I admit is somewhat galling and fairly expensive for 
individuals or families,  but is hardly a financial burden for even a smallish 
group, there is not really very much in the way of restrictions other than the 
need for some advance planning.  And if all runs smoothly, perhaps we will be 
able to move them towards moderation after awhile.  This is much better than a 
lot of facilities, such as many water treatment plants, that have simply shut 
off access altogether.

Good points, Darby! Homeland Security has asked General Aviation pilots to help 
them police the nation's airports, saying "we don't have the personnel to do 
it"!

This is obviously a "red herring", i.e., the CBBT employees are using national 
security to try to get rid of what they simply see as a nuisance. If they were 
so concerned about threats to the tunnels they would close down tunnel no. 1 
and 
stop traffic every time a ship transited the area.

We need to find the right people in the Governor's and Capitol Hill offices to 
get this resolved.
