It's a female Barrow's Goldeneye, but I am willing to bet that it is part of the National Zoo's collection. I did a quick Google search and found that at least one other photographer shot them at the Zoo at some point in the past - male & female. Some folks at the zoo could confirm that it is part of the collection if they were called. Barrow's is not completely out of the question for the area, but it would be an event.
