[va-bird] Western Tanager-NO

I spent from 1:30 to 4:30 today (3/29) waiting for the Western Tanager, 
found in Staunton this past weekend, to appear without success. 
Andrew Clem did see the bird early this AM.  Several others birders 
tried for the tanager from mid-morning to late afternoon.  As far as
I can tell nobody saw the tanager after Andrew saw it early this morning.

On the way over to Staunton, I saw an adult Rough-legged Hawk on the
north side of I-64 just east of mile-post 90 ( this is about 2 miles 
east of the I-64/I-81 interchange.
