Recently the Virginia General Assembly passed an Offshore Drilling bill that
could open our coastline to harmful exploration and drilling for natural gas.
For over twenty years, the Virginia coastline has been protected by a federal
ruling that prohibits coastal drilling. This new legislation represents a
dangerous attempt to sidestep these crucial federal protections.
Time is short - the Governor only has until Tuesday, March 29, 2005 to veto
this dangerous legislation so he needs to hear from you about this today.

Offshore drilling along the Virginia coastline will have devastating effects on
our fragile barrier islands, National Wildlife Refuges, and National Seashores.
Many marine mammals including harbor seals, harbor porpoises, bottlenose
dolphins, humpback whales, and fin-back whales would also be at risk if this
legislation is signed into law.
Opening our coastal waters to natural gas development is a huge risk to our
environment and our economy. This ill-conceived bill would leave the Virginia
coast and its coast-dependent economies vulnerable to both catastrophic oil
spills and unintentional leaks.
In addition, opening up Virginia's coast to offshore drilling activities would
establish a chilling precedent for the rest of the Eastern Seaboard and for
other areas of the nation's coast that are equally vulnerable to offshore
development.
We need your help to make sure that Governor Warner gets the message that
Virginians want to protect our coasts!

Dear Governor Warner,
I am writing to urge you to veto the Offshore Drilling Bill (SB 1054)
introduced by Senator Wagner.
SB 1054 directs the Virginia Liaison Office to aggressively pursue an exemption
to the federal moratorium for natural gas exploration and drilling.
Virginia's coastline provides billions of dollars of revenue to the
Commonwealth's economy, including the tourism, shipping and seafood industries.
Opening up our coasts to offshore drilling and exploration would threaten our
environment and economy.
Offshore oil and gas drilling and exploration along the East Coast have been
prohibited under a federal ban and moratorium since 1982. States from Florida
to Maine are opposed to opening up the continental shelf to natural gas
exploration and drilling.
The federal moratorium protects the Virginia's fragile shoreline, as well as
the East Coast of the United States, and its abundant natural resources,
including beaches, wetlands, barrier islands, fish and shellfish, migratory
birds and wildlife, as well as billions of dollars of property values and
commercial enterprises.
An exemption to the federal ban for Virginia only would put the Commonwealth in
an extremely vulnerable position to bear the brunt of harmful effects from such
an ill-conceived plan.
Virginia's 112 miles of coastline and natural resources are fragile, and would
be seriously threatened by the direct and indirect impacts of offshore oil and
gas exploration, drilling and production.
SB 1054 should be vetoed to protect Virginia's and the entire Atlantic coast's
vital coastal resources from the harmful effects of oil and gas exploration.
Virginia's coastal areas are the most vulnerable to ecological damage from oil
and gas exploration and production, and the harmful impacts to the ocean
shoreline and the Chesapeake Bay region would be felt for generations to come.
I look forward to hearing about your position on this issue.
Please VETO SB 1054, the Offshore Drilling Bill.
