Below is an email I received today from Bill Leighty, Chief of Staff to
Governor Warner. Bill is a birder!!
I sent him the information about the Manassas project received on the listserv
but, as you will read, the work was already too far along and the contract too
inflexible to re-direct or re-time. Hopefully, the fact that the Governor's
office has expressed such interest will cause the contractor and the Park
Service to be vigilant in leaving the nesting sites until last. If there is
information to the contrary, I hope it will be shared.
We are fortunate to have such a responsive person as Bill Leighty in Richmond.
He jumped right on this -- albeit too late.
And, I hope the listserv will continue to be used for such emergencies. Birds
give us so much, it is good to give back.

Subject: I Tried!
Work apparently started on Monday. I spoke to Bob Sutton, Park Director; Randy
Jones, Deputy Director of the National Park Service; and Dan Scandling, Chief
of Staff to Congressman Wolf.
Unfortunately, the contracting requirements had timing clauses for completion
in order to increase the success rate of plantings. They did have their park
naturalist coordinate with the contractor to work the nesting sites last. Let's
hope they are successful. And they are hopeful the long run addition of the
meadow landscape (all to rare in NoVa) will be of benefit for the future.
I did try to work it. I just got involved too late to make an impact.
William H. Leighty
Chief of Staff
Office of the Governor
