[va-bird] Strange Junco

Among the ground feeders that I have outside my patio door, under the deck, is 
a female junco that is different.  She has a white collar around her neck and 
little white half-circles under her eyes.  The white collar seems fluffy, and 
not regular. She has been here for over 3 weeks. Anyone have any ideas?
