Ellen and all, I understand that the decision to go forward with this project was made about 2 years ago. At that time an environmental assessment was done and the options were to do nothing, to do a wetlands mitigation/restoration only, or to combine the second option with a picnic area. The restoration with the picnic area was chosen. Apparently, the environmental assessment was on the National Park Service's Manassas Battlefield website back then. It was removed at some point, but recently made available there again. Obviously, the public comment period has long since passed.
