You might try the Guinea Marshes on the road past Maryus in Guinea Neck. To
get there, go to Yorktown via Colonial Parkway and over the Coleman Bridge
to Gloucester Point. Go through three traffic lights, take a right on
Guinea Road (state Rt. 216) to the end (Maryus will be on the left). I've
seen some Skimmers there-- especially at twilight. Other possible sightings
may be seen around Jenkins Neck and Brown's Bay. Good luck!
