    I scanned a few "bluebird" "nesting" articles in the Searchable 
Ornithological Research Archive (SORA):

   I think most bluebirds nest between May and July, with extremes being 
February to September, so if you have birds around the box now (even in balmy 
Northern Neck), it's extremely unlikely they are nesting.   It should be 
safe--even desirable--to move the box at this time, long before the birds will 
begin looking for nest sites for next season.

  We just moved into our new house in Mollusk,VA off the chesapeake bay, in our 
back yard is an old dead tree that has a bluebird box in it. We will need to 
remove this tree since it is so near the house but i need to know when would be 
the best time to move the nesting box. We do have a family of bluebirds in it 
and i dont want to disturb them. Please send me any and all suggestions. Thanks.
