[va-bird] N Harrier, Frederick Co / Late Report

Considering the shortage or lack of Harriers on a number of CBCs recently, I 
thought I should report one we had a few weeks ago. 
On 12/12, we found a single female patrolling an area where we found a number 
of them last winter. Now, with the seeming disappearance of them, we'll check 
that spot again as soon as we can.
