[va-bird] Kerr Lake CBC - January 3, 2004 - "update"

Va-birders,

It has been pointed out to me that the current Kerr Lake CBC is not quite
the same as in the past. The count circle has been shifted and more of
the count area is now located in North Carolina.  Sectors in both
Virginia and North Carolina provide opportunities to explore interesting
areas around the lake.
