Joe's earlier post regarding HR 3824, the Threatened and Endangered Species
Recovery Act of 2005 (TESRA) may be an important law if put into effect. I
have not read the Act fully to assess the potentiel impact, so I am not making
a judgment here. However, I thought it might be important to provide some of
the necessary information to all of you if you would like to research the
pending Congressional action.

effectiveness.
