Didn't a judge rule that VA could take water from the center of the river? 
Doesn't that mean we can count a bird over the river as in VA?  LOL!

Apparently the neotropic cormorant was seen from Riverbend Park in Fairfax
County on
Sunday afternoon. Alas, the bird was still in Maryland.
