[va-bird] Dulles Snowy Owl today - YES

Seen at 10am within 3 minutes of my arrival - no other birders there - on 
first scan. Quite close, on the grass just to the right of the Y sign - facing 
the Owl the Post Office was to my left. Owl was huge, and busily turning it's 
head and scanning. What a wonderful bird - and the icing on the cake was that I 
managed to depart before the $5 parking charge went into effect.
