You can buy TSA-approved locks that they can unlock rather than
cutting off. They're readily available at airport shops and I
would imagine that a decent luggage store would have them too. I
considered getting them when I went to Japan last year, but I
couldn't figure out whether they'd were internationally approved
or not. For what it is worth, I packed the tripod in my suitcase
on that trip and carried my scope. That caused no issues at
leaving from Roanoke and Japan, but the lady in Chicago coming
back had never seen a scope and wanted to look at it. (Her
partner knew what it was and told her it was okay, but I ended
up showing it to her and disucssing birding with her for a bit,
since I had a multi-hour layover and lots of time to kill.)
