In other cities that I lived in this was always considered city property and so generally considered public area. So are you referring to "tree lawns" is this covered or not? People can buy mulch for their own property-- our plan is for private citizens to mulch public areas that need some beautification. Please feel free to mulch every tree island on Riddle.
