Yes, it's based on cell count and the consistency.
So if I had three words "SHOP NOW OPEN" for example (minus quotes), each word
individually would need a capital word sign (two cells). Three times two = six,
so 6 cells if I used capital word signs for each word.
If, instead, I use a capital passage around the whole thing, that's just five
cells, so it's a saving, so I would use the capital passage. That's why the
capital passage is normally used for three or more words.

So, if the series had been a series of three words, you would use three cap
signs because you're already using a lot more cells in the characters used in
the spelling of the words?

Hello Margaret,
For the first string, A, B, C, Duxbury is definitely correct, each letter
should have its own capital sign (and grade 1 indicators where appropriate).
The second string, A, B, C, D, I would again use individual capital indicators.
Duxbury is technically correct in using a passage, but it is longer in cell
count, so individual capital letter signs is also fine.
Chapter 8 in RUEB is the section of capitals, section 8.8 deals with choice of
indicators.

Please can you guide me to the appropriate rule in the UEB Rule Book??
We have a string of letters which are all capitalised.
A, B, C
And
A, B, C, D
When put through Duxbury, a single capital sign is used in front of each letter
for A, B, C
But
Three cap signs appear in front of A, B, C, D
Is this correct? If so, why would you not use the capital passage sign for the
A, B, C as well as the A, B, C, D?
