Here in the UK only babies
delivered after 23 weeks are classed as stillbirths and get to have a
certificate(or at least I think its 23 weeks).

unfortunately only babies who take a breath are given a birth certificate,
as such, here in Australia.  I can only imagine how distressing this must be
to the parents.  At our hospital we try our best to make sure that the baby
is honoured and respected and their little life acknowledged no matter
whether they are 16 weeks or 40.   We take digital photos (the parents get
the disc) give the parents a special memory box, a handmade quilt, an album
with footprints and handprints, a little card with the baby's name, date,
time and day of birth etc.  I know none of this makes up for not having a
birth certificate from the government but I hope for the parents sake that
it goes some little way to acknowledging their baby's birth.
