Read your post about fostering.  PLEASE be foster carers, you'd be AMAZING.  I 
dunno how much you're keeping up with but I'm a social worker for a fostering 
agency and I've got two adopted boys who were fostered, so I know a fair bit.

There are LOADS of options now in relation to fostering, especially in England. 
 If you are looking at "hard to place" kids they will snap your arms off (and 
legs as well if you're not careful). I haven't heard of the 20 mile rule, and 
if it exists, it certainly is not enforced.  You will also find that all the 
normal rules of fostering go out thewindow for "hard to place" kids.  If 
there's a suitable place they'll snap it up.  I would certainly also think that 
if you were having a long term, or permanent placement, that the child being in 
their local area would not really apply as there would be no plan for the child 
to return to their family.  
 
The fostering market is huge now so make sure you check out all your options.  
You can foster with your local authority, but you can also foster for an 
agency, who generally pay a HUGE whack of money.  They also usually specialise 
in "hard to place" kids.  They will have different rules about a lot of issues, 
so its important to check out which service would suit your family.
 
Anyway, please mail me if you want to ask anything.  I think a lot of potential 
foster carers are lost because they are given inaccurate information or not 
treated sensitively at the first point of enquiry and don't come back.
