In Australia you can get your learner's licence at 16.  Learner's now have 
to log (in a book) 120 hours of driving before they can attempt their 
licence and are restricted to 80 km/hr.  At 17 you can get your Provisional 
licence or your P's for one year you have to display a red P plate on the 
front and back of the vehicle and you are restricted to 90 km/hr.  Then 
after 12 months driving you can change to a green P which means you display 
a green P plate and the front and back and you are restricted to 100 km/hr. 
We have some roads where you can drive 110km/hr and so green P's can only go 
100 km/hr but I'll be fanging it down the freeway and yep you guessed it I 
regularly get passed by green and RED P platers!!!! Where is the policeman 
when you need him? LOL
