They could be looking for a number of things, including a stroke which is not 
uncommon in low weight preemies.

There is no Downs Test as such. Did they do an amnio??

Not necessarily. G-Banding karyotypes only pick up some anomalies, certainly 
not all. But yes it shoudl have picked up T-18, but not
perhaps mosaicism or a small translocation, deletion, inversion etc etc.

I am not sure what test they did either. If she was that far along then a 
nuchal translucency was out of the question. Perhaps they
just ruled out echogenic foci??
