I don't know if anyone has ever posted one to the lists, but I have used a
digital photograph restorer in the past to have photographs touched up.
It isn't always on the cheap side but they do do a great job and cost
depends on what needs to be done. (that is the amount of time)
Most will give you a quote if you email them the photgraph and ask. If you
can't find a local restorer I can give you the details of the one I have
used here in Aus.
The other alternative is to ask an artist to do a painting or sketch. Our
local art gallery has lists of people willing to do this sort of work.
