One of our home health nurses who used to work for the hospital said that that
is what they do when they are letting a patient die.

We had something similar here. I can't remember how old Hannah was but the
nurses were giving her sedation meds on an ongoing basis instead of PRN. At
first we thought Hannah just wasn't feeling good (she tends to sleep a lot
when sick) but then I happened to ask what was being given when a nurse came
in with meds because it didn't seem like it was time for anything. When I
found out I made sure it was corrected. This is one reason we bring a
detailed med history with to any doctor or hospital visit. Even with that
they got it wrong.
