I feel for you, fighting the system and not being happy with what's offered
stinks, is frustrating and exhausting trying to get things 'worked out'.
What are your other options for Donnalee? Nearby school district with
different programs?
Have you asked specifics about sign language/who will be taught? Talked with
the teachers involved about your questions and concerns?
Have you sat down with the special ed director and discussed the situation?
Or the school superintendent?

Those are the places to start with looking at the situation and how to
proceed.
