Dear Nancy,
You should never pull back the foreskin on a little boys penis (my boys are
both circumcised but being a midwife I know these things)  it should come
back fairly naturally but not until he is much older (usually around 3 or 4)
with micro penis it would be very hard to circumcise so unless he develops
infections or something they (the drs) probably won't do the circ.
