I think you hit the nail on the head Holly.

Babies/Children are 'cute' and bring out the protective instinct in adults 
as they are unable to protect themselves. They are innocents.

Adults who act like children/babies are a turn off to many adults. It's 
something that makes them uncomfortable (and often thankful they aren't in 
the position that families who are live).

Don't know about other areas of the country but around here anytime a group 
home is discussed being built the community runs them out of town on a rail.
I've even heard of some communities (saw a story about an eastern state 
recently....Rhode Island I think???) who are changing their city by-laws so 
that homes that house more than 3 unrelated individuals are illegal. Of 
course, this is also keeping unmarried couples with his/her kids out of 
their towns as well.

Right or wrong, that seems to be the way it is.
The big question is how does it get changed?
