that is so sad.  in canada first nations communities often have similar 
problems.  there are kids on reservations huffing gas, paint,etc.  the 
canadians on the list will probably remember the kids from davis inlet 
newfoundland(i think that is the name?) years ago.  the problems with 
drug/alcohol/substance use were so bad the government built them an entirely 
new community that was less isolated.and had running water and indoor 
plumbing, new homes, schools-everything.  sadly, a lot of the same stuff is 
happening again.  it is hard to figure out.  the naitive culture is very 
spiritual, a very welcoming open group of  people, yet they have so many 
difficulties. they have a lot of self government here and their own 
policing, free post seconday education, etc.  in attempts to solve problems 
in a culturally relevant manner.

A lot of the mums hide their children when the nurses turn up simply because
