I understand that you have a social health care system in Austrailia also. In
Canada, we have grand policies and procedures but no accountability. There is
no ombudsman or protection for the vulnerable. The hospital accreditation
people come by every two years to ensure that all of the policies and
procedures are in place. The policies at our hospital are excellent. All
policies that may have pertained to Annie's care related to medication
administration, end of life care or policies for children with "incurable
diseases" are well written and reflect health care laws and human rights. They
are not implemented in any way, shape or form.
Performance indicators based on cost savings are balanced by safety factors(and
therefore litigation risk) These drive and direct the system and decision
making. The problem is that the elderly, the young and the disabled are
worthless in the civil system because it is based on income. When Annie died as
she did I set out to understand why? It took a lot of research but I think I
have figured it out now.
