Well, in respect to the money part, yes, it is income based.  Let me 
explain.  When Candace was approved for SSI, they told us there are two 
parts.  One part is money you would receive if your income meets the 
guidelines.  Our income varies, so there are months we get a full $623 
(which is the max), and there are other months we get less.  It goes two 
months in advance, I don't work, so they go off of my husband's income only. 
  So what he makes in August will affect what we get for SSI in October.  
The most we can make, before taxes, is around $3500, I think.  It's been a 
while since I was quoted the exact numbers.  OK, so that's the first part.  
The second part is the Medicaid (Title XIX).  That is NOT income based, and 
if you qualify for SSI, you receive that no matter what.  We use that as our 
secondary insurance, so whatever our insurance doesn't cover, Title XIX 
does.  I would assume that SSI is federal and everyone gets the same thing.  
I assume.  In regards to us getting reimbursed for our weekly health 
insurance premium, that is something called HIPP.  I believe it is income 
based, but not sure.  When we renew it (I'm not sure if it's every six 
months or every year or what), we tell them what our weekly premium is, then 
they check to see if it cost effective to have that as a primary insurance, 
and if it is, they pay us back to keep the primary.  I hope that makes 
sense.  It has always been cost effective to keep our primary due to 
Candace's doctor bills, among other things.  Speech therapy, OT, PT, 
cardiology, etc.  I believe it would cost Title XIX more to just pay 
everything up front rather than be a secondary.  So that is how it works.  
She also receives the MR waiver, which provides us with respite care.  I'm 
hoping to start receiving Supported Community Living for her, but we will 
have to fight for that as she is only one (almost two - in September) and 
they usually don't start that until around four.  They also have other 
services that we don't use such as nursing and adaptations and stuff.  I go 
out of my way to try to find services that will benefit her.  So hopefully 
this all makes sense.  If not, let me know.
