The way I read the info I sent you, the Educational Specialist is 
certificated as a Ed.S by the same certification agency as the school psycs, 
but that 
does not make them Ph.Ds. In CA, a person can get licensed as a mental health 
therapist as a PhD; Marriage,Family, Child Counselor (MFCC)or as a MSW (Master 
Social Worker). I've tried em all. LOL
