Yes indeed they can.
No dr is forced legally to treat anyone they don't want to.
Heck, they even deny patients depending on what insurance they have.

They also talk 'amongst themselves' to avoid taking on patients who've filed 
law suits against other drs.
Learned that little tidbit working in a drs office and got wind of this 
particular secret of an unofficial list that drs share.

However, would you want to 'force' a dr to treat you or your child???? 
Imagine the care you would (not) get.
Better to find and willing and able physician, esp using the suggestions 
that others on the list have given (contacting Right to Life, churches, 
etc).
