This program is only open to residents of NY state:

Verizon is offering adaptive phone equipment for anyone who meets the
following:

~SSI eligible
~Under 18
~Certified disability that hinders phone use

Some of the equipment available:

TTY; volume amplified phones; light signalers; loud tone rings; large
numbers; hands free

The offer is open only as long as the equipment lasts (limited quantities).
I saw this Verizon ad yesterday, in the July issue of Exceptional Parent.
Please pass this on to others, even if you can't use it.
