It sounds like she could have a relatively mild case of Congenital 
Diaphragmatic Hernia (CDH). This happens in utero (due to the chromosomal 
anomaly causing a problem with the blueprint of the babys development) and 
causes the diaphragm not to be formed properly. This in turn allows other 
organs to migrate into the space where the lungs should be. This then causes 
the lungs to become compressed. In severe cases the lungs fail to develop 
because there is no room for them. In less severe cases (which is what it 
sounds like Kira is experiencing) it simply stops one or both of the lungs 
from being able to expand fully.

CDH can happen without any chromosomal anomaly and if detected prenatally, 
regardless of the reason, parents are usually urged to consider termination 
because there is little that can be done. In severe cases the baby will be 
unable to take a breath when they are born because the lungs had no room to 
develop.
