That's one possibility!  Unfortunately though there are no 
hard and fast universal rules in Trisomyland. So as Tammie 
mentioned, Chloral Hydrate didn't effect Evan's O2 sats.  Or
as someone I use to know would have said "Your mileage may
differ!"  Thing is that Harlan also said that not even all
children with respiratory problems CAN breath easier when
fussy.  Some find it harder.  So this is a real gray area 
which requires a whole lot of that Mommy intuition thingy.
