I was told basically the same thing here, Karen. When I spoke to the Ministry 
of Education, they told me that special needs funds were no longer targeted for 
special needs children. Huh? Probing further, it turned out that the BC school 
districts had screamed for autonomy with their funds. So...Warren's funding 
(about $15,000 extra per year) plus all of the other special needs kid's in our 
district's funding goes straight to our school board money pot where it 
is-direct quote- "...dispensed at the direction and discretion of the 
principals.Yes, Ms Harris, I'm telling you not one penny has to be spent on 
your son." 

Turns out the only targeted funding is for First Nations children. Why the 
exemption I'm not sure. Anyways...I wrote a letter, sending a copy to each 
member on the school board, asking them to account for this and if they 
couldn't be ethical and at least direct SOME of these funds for Warren, then I 
wanted him off any labels that was bringing in extra money. This is such a 
slimey, skanky, scam and so incredibly unbelievable that it's no wonder they 
usually get away with it.

Warren's needs are definitely not as complex as Alex's yet he now has a 
full-time aide, his own computer in the classroom, plus speech, OT, and time 
with the resource teacher. Make no mistake, though. I don't think this was all 
due to me. The old principal was retiring, and I've known the new one for 
years. Favouritism? Maybe. Sad? Definitely.

Hang in there, kiddo. I sure hope things turn around soon.
