Yes, it is a planthopper. Look at how the wings meet over the abdomen. It also 
has a triangle on the thorax. These are amazing to look at when they are 
maginfied at high power! I had a lot of "buffalo" plant hoppers on my sheet 2 
nights ago.

Here is a pretty little creature.  Is it a moth?  From the size and shape, my
