[TN-Bird] request concerning vulture vandals

A friend asked for my advice on who to call to remove vultures causing damage
to an apartment building near UT Medical Center in Knoxville. The vultures are
removing weather stripping from around doors and otherwise making a nuisance of
themselves. The problem apparently started with students feeding the vultures.
My friend is concerned that residents may take matters into their own hands
(shooting has been mentioned). I told her it would be illegal to harm the
vultures, that I wasn't sure removing them would do any good as they would
probably just return. Told her I would post a message and see if anyone has a
suggestion as to who they might call.
