[TN-Bird] possible albino hawk

Yesterday, Thursday, 11/27, around noon I was at Walker Springs Park in west
Knox County when I observed a large gathering of crows.... easily 100+, milling
around and alighting in the tree tops. This was in the area of the open fields
near where the trail (Ten Mile Creek Greenway) goes through an underpass as you
walk from the park toward Wal-Mart. I walked up the slope near the road to get
a better look and finally saw what the crows were excited about. A solid white
buteo (at least its underside was solid white... that's all I got a look at.)
Probably a red tail but though I looked for a patagial bar I couldn't find one;
the top edge of its wings above the elbow may have been just a slight shade
darker. No streaking or barring anywhere on this bird. Its tail was fanned
and had no striping or color.
