Here is TWRA's official information about falconry in Tennessee:

The actual regulations:

to page 9 for the part on falconry.
The state regulations do not mention the need for a specific permit for a
licensed falconer to capture this or any other red-tailed hawk. There is
also no mention of any minimum or maximum age of a hawk or owl captured for
falconry.
