[TN-Bird] color banded rock pigeon

The rock pigeon, that is reported below, is almost sure to have been banded
by a private racing pigeon enthusiast.  The pigeon apparently took a wrong
turn and has become lost or somehow incapable of flight.   Most such pigeon
owners belong to the American Racing Pigeon Union.  See their web site at
http://www.pigeon.org/lostbirdinfo.htm concerning how to report lost racing
pigeons.  It could belong to someone in the Knoxville area or from further
away.

This morning a co-worker pointed out a color banded
rock pigeon that she has seen outside of her classroom
the past few days.  It has a bright yellow over bluish
green band on the right leg and a black/dark blue band
on the left leg.  The bird is not doing a lot of
flying.  When it did finally take off I noticed that
it is missing several tail feathers.  It clearly is
molting.

Does anyone recognize these color bands?  Is this
research? Or a "pet"?  I was assuming/guessing that it
was some research project.
