RUSTY BLACKBIRD BLITZ Rusty blackbirds are a declining species. In order to have more of an understanding of this species and the reasons behind its decline, the Smithsonian Migratory Bird Center has proposed a Rusty Blackbird Blitz Feb. 7-15.
