[TN-Bird] Rosenberg: State vs. TVA at Royal Blue

TN-Birders:

Ken Rosenberg of Cornell University has important comments about the future
of the Cerulean Warbler in Tennessee in the following message which I
forward to you from the Southeast Partners-In-Flight (PIF) list.  The
