[tn-bird] Red-breasted mergansers

Yesterday (5/22) I observed a "pair" of red-breasted mergansers below Watts
Bar Dam in Meigs Co.  The birds were located between the lock wall and the
shoreline near the fishing access area on the left descending shoreline
below the dam.  Assume these birds are just "stragglers"?
